【High-1】 Hokkaido Comprehensive Plan

2017-10-19(Thursday)/ 2017-10-26(Thursday)

1. About Hokkaido Comprehensive Plan

・Mr. Chiyoshi Chiyoshi (Hokkaido General Planning Policy Bureau Planning Promotion Division Planning Promotion Group Principal)

・Mr. Yasuhiro Nakazato (Chief)

We talked to Hokkaido agency officials about Hokkaido comprehensive plan, various policies supporting Hokkaido's future development and living base.

I got a good opportunity to learn a wide range of overviews such as childcare, medical care, energy, tourism, agriculture, forestry and fisheries, education, and how Hokkaido should move in the future.

1, Outline of Hokkaido Comprehensive Plan (Mr. Chiyo)

It was a story that became the outline of three lectures. Initially I explained the organization and work of the Hokkaido agency. On that basis, I explained Hokkaido comprehensive plan Hokkaido geography, climate, nature, industry, sightseeing and introduced future issues of Hokkaido and measures to deal with it.

Students were able to deepen their knowledge and interests in Hokkaido by giving quizzes on Hokkaido geography, climate, industries etc. entitled "Learn Hokkaido."

There are issues such as a declining birthrate and aging population, population concentration in Sapporo city, globalization, global environmental problems become serious, and the risk of large-scale natural disasters rises, against which snow and cold are attractive, geographically close Asia · Russia I was able to learn from the Far East to attract tourists and business opportunities and to take advantage of high food supply power such as excellent natural environment and original history and culture.

2, Introduction of measures on the road related to the "seven future images" (Mr. Nakazato)

Hokkaido Comprehensive Plan (1) Child-rearing environment, (2) Safe and secure society, (3) Environmentally advanced model, (4) "Hokkaido brand," Hokkaido brand, (5) Regional economic environment, (6) abundant human resources, ⑦ The area full of personality). Specific examples such as measures to secure major regional physicians in Hokkaido, formation of wide tourism round tour route, promotion of smart agriculture making full use of advanced technology, promotion of resettlement / settlement utilizing Hokkaido's charm.

Finally, as questions and answers, questions related to the future of Hokkaido, such as what society making activities that people with disabilities can play an active role, etc., came out.

2. About the approach of the road promoting the Hokkaido comprehensive plan

・Mr. Mikihiro Otsuka (Chief Investigative Research Group of the Hokkaido Economic Affairs Food Related Industry Room)

・Mr. Masaki Usuki (Chief Auditor of the Research Integration Group)

Eiichiro Fujita (Prime Minister of Economic Affairs Tourism Bureau)

About the latest Hokkaido tourism industry situation, from the viewpoint of the government office we gave a lecture from the person in charge of Economics Department of Hokkaido.

This time for the second time, we talked about "food" and "sightseeing". Globalization is a problem both of which seem to be necessary to appeal Hokkaido 's merit to countries all over the world.

1, "About efforts to expand export of food produced by Hokkaido" (5th time, Mr. Otsuka)

IMGP9428In Hokkaido, we are working on cultivating overseas markets in order to export foodstuffs as Japan's declining birthrate and aging population advances and the population is declining. We are planning to expand sales channels by using the global spread of Japanese food boom and using economic development of Asian countries well. To that end, we hold business talks in Hong Kong, Thailand, Singapore, Taiwan, etc., and we provide corporate support by advisors. Also, by placing antenna shops dealing with fermented foods in Singapore and Taiwan, we are also planning to have local people interested in Hokkaido.

2, Healthy food "Healthy Do" (5 hours, Mr. Usuki)

IMGP9445Hokkaido is the largest domestic food production area in the country, and many agricultural and marine products are the nation's No. 1 production volume. However, the value-added ratio of the food industry is lower than the national average, so it is a challenge to add value to foods. "Healthy Do" is devised to solve the problem.

"Healthy Do" is the Hokkaido Food Functional Labeling System, which is trying to add value to food by certifying health foods by Hokkaido. By introducing this system, we have attracted food manufacturers to Hokkaido, learned about trying to train Hokkaido industry and promote employment.

3, About efforts to expand the number of guests from domestic and overseas (6th hour, Ms. Fujita)

IMGP9470The number of international tourists worldwide has been increasing for seven consecutive years since the Lehman shock. It was 1.24 billion in 2016, but it is expected to expand to 1.8 billion people in 40 years. In the Asia-Pacific region, the number of tourism acceptance has been increasing rapidly in recent years, foreign tourists visiting Japan are also steadily increasing.

Among them, Hokkaido is also proactively promoting the acceptance of tourists. In particular, foreign tourists are trying to proactively accept acceptance because tourism consumption is bigger than inward travelers and domestic customers, and economic benefits can be expected. Looking at the breakdown of the country of origin, Asia accounts for about 88%. The majority of the stations in Hokkaido are occupied by the Hokkaido region and the regional uneven distribution is large.

On the road, we are conducting exhibitions at international travel fairs and business talks, etc., as well as preparing sightseeing pamphlets of the language of each country and preparing the environment.

3. About the efforts of the way to promote the Hokkaido comprehensive plan

・Mr. Kazuhiro Horiuchi (Hokkaido ASEAN Office)

・Mr. Tetsuya Urata (International Affairs Division, General Policy Division)

About the latest Hokkaido tourism industry situation, from the viewpoint of the government office we gave a lecture from the person in charge of Economics Department of Hokkaido.

This time for the third time, I talked about "international relations". Students also participated in the lesson with the contents related to the previous contents as well.

1, Hokkaido ASEAN office's efforts (5th hour, Mr. Horiuchi)

IMGP9476I explained about ASEAN which is expected to develop in the future from the perspective of the total population of 610 million, total GDP of about 2.4 trillion dollars, average population 29.1 years, economic scale and potential growth rate. Hokkaido placed the office in Singapore, so I told you about the background of setting up an office in Singapore, the industry of Singapore, climate, education and so on. Hokkaido is relatively famous among tourist spots in Japan, and the number of accommodations is second only to Tokyo and Osaka, so it seems that it was set up as tourists can be expected. In the neighboring Malaysia as well as Korea, tourists to Hokkaido seem to be increasing rapidly in recent years.

We also aim to expand sales channels by selling Hokkaido food to ASEAN countries. The goal is to increase the export value of 66.3 billion yen to 100 billion yen in 1990 in the year of Heisei 20. To that end, it seems that we are promoting things such as establishing commercial and logistics networks, establishing an export support system, and developing into new markets. We also plan to utilize Hokkaido's brand power to promote investment from overseas including resort hotel development.

2, "About the relationship between Hokkaido and Russia - IMGP9495From exchange with Sakhalin to expanding exchanges to the Epoch Division" (6th hour, Mr. Urata)

I heard that from a country called Russia it is becoming an important economic partner for Hokkaido that a country with a little unfamiliarity is becoming an important economic partner.

First of all, because of the popularity of Japanese to Russia, we divided the likes / dislikes for Russia into five stages, ask the students to raise their hands, compare it with the general people and other countries, I thought of a general image.

IMGP9503After that I showed a picture of the city of Sakhalin, explained the relationship with Japan and explained about the relationship history of Japan and Russia.

At the end, a question and answer was given to both contents.

【High-2】 Tourism in Hokkaido

2017-8-31(Thursday) / 2017-9-7(Thursday)

1.Tourism in Hokkaido (from the viewpoint of private companies)

・Mr. Hideaki Misawa (JTB Hokkaido Tourism Marketing Strategy Office)

Regarding the latest Hokkaido tourism industry circumstances, JTB staff gave lectures as a case of private companies.

It was the first time for me to talk to high school students, but I think that was an easy-to-understand explanation. Also, while considering the development possibilities of the tourism industry, it is important to secure talent, and among the high school students listening to classes now, I am pleased if there are people interested in the tourism industry in the future I also told you.

1, Present state of Hokkaido sightseeing, About tourism industry

As you can see from the rapid popularity of smartphones in recent years, it is a threat to the tourism industry that digitization is progressing at astonishing speed in the world recently.

Currently in Hokkaido, the population decline is progressing at a considerably faster pace than the whole country, and the decline of various industries is progressing. Under these circumstances, the tourism industry which the government is advancing is going to advance also in Hokkaido, and JTB also provides an idea to attract tourists to Hokkaido by setting up a department called the Tourism Marketing Strategy Office.

What is needed to increase tourists now is to increase foreign tourists. Foreign tourists in Hokkaido are rapidly increasing from 1.54 million in 2014 to 2.0 million in 2015. 90% of foreign tourists in Hokkaido come from Asia (especially China and Taiwan), but it is also important to find tourists from other areas. Looking at the visits and accommodation destinations of each country, Noboribetsu · Niseko is popular for foreign tourists, and destination is different from Japanese tourists.

Also, most of Hokkaido tourists are located in Sapporo or the central area, so we are thinking about how we can appeal the attractiveness of other areas. Tourists from Thailand often come to see the snow, tourists from Singapore wish to drive on a broad road, tourists from Taiwan prefer cycling, etc. Plan according to each country's needs I am designing.

There are a number of areas, facilities, etc. that are putting more emphasis on the tourists' bidding in all areas of the road as well, and JTB provides data and suggests plans as their help.

There was a chance that sports officials and tourist officials gathered and talked about the charm of the Okurayama jumping field. People involved in sports think that raising competition results will increase the number of tourists, but it is not always true. We used the goodness of the Okurayama jumping place such as brand name, location conditions and done a countdown event for inbound. As it was the end of the year, most of the foreign tourists took part.

Persona marketing is a marketing method. In addition to age, gender, occupation, etc., it is a method to thoroughly investigate consumer behavior such as coffee shop where that person goes on holiday, store to buy furniture. In recent years, it has become more common to investigate sightseeing such as "women's journey" with this method.

2, group work (SWOT analysis)

After explaining the current state of Hokkaido sightseeing, students thought about the environmental analysis of Hokkaido sightseeing through the method called SWOT analysis. The opinions coming out of the students were as follows.

· Strength

Food, not hot, sunbathing, winter sports, fresh seafoodA wonderful image than the actual (clock tower)

· Weakness

Transportation, other language inscription, no summer event, local shops less International flight direct flights less

· Opportunity

Land has surplus, can make new things, the possibility of long stay,Young people can do internship

· Threat

Transport paralysis

2.Tourism in Hokkaido (from the viewpoint of the government agency)

・Mr. Takayuki Soko (Manager, Tourism Planning Division, Tourism Department, Hokkaido Transport Bureau, Ministry of Land, Infrastructure and Transport)

・Mr. Masami Ueda (Chief of the department)

About the latest Hokkaido tourism industry situation, from the government office point of view Hokkaido Department of Transportation Tourism Department person in charge lectured.

This time, I talked about the outline by having you come over three times including this time.

After the two speakers finished, we set up time for question and answer. Questions came out from the students regarding the current status of inbound, provision of negative information, agricultural nights, etc., and it was an active time.

1, "On the present situation of sightseeing in Japan and Hokkaido" (charge: Mr. Mika)

The recent increase in foreign tourists was triggered by relaxing visa (exemption) after becoming the Abe administration. Consumption of foreign tourists traveling to Japan is 3.7 trillion yen This is the amount of export of electronic parts in Japanese industry. According to the estimates of the World Tourism Organization, it is increasing by 4% each year in sightseeing. The economic effect of travel and tourism consumption is 52 trillion yen, the direct effect is 24 trillion, the first indirect effect is 17 trillion, the second indirect effect is 10 trillion and will spread to various industries.

The tourism industry is tied to the travel service industry, accommodation industry, transportation industry, tourism resources and entertainment industry, and in Japan where the population is declining, the increase of foreign tourists leads to the development of Japan's economy. Also, in the accommodation industry, it will become important for the inn to strengthen publicity and other information in order to get foreign tourists.

The problem of foreign tourism in Hokkaido is that the destination is concentrated in the central area, the difference between the peak period and the quiet period is large.

2, "About inbound acceptance environment improvement" (responsible: Mr. Ueda)

Niseko which many foreigners visit is famous for skiing in winter, but since there are not many tourists in summer, I am trying to ride a bicycle on the slopes. As a result of examining the task in the working group (WG) of the block liaison meeting, 211 tasks in sightseeing WG, traffic WG and 20 tasks in port WG were found.

The current challenge is to improve the wireless LAN environment, provide and send information in multiple languages, respond in case of disaster emergency, and secure the security of car rental.
